For compatibility the license should be checked in the ci if the cargo.toml has changed.
Not every license is compatible with the EUPL.
Look at https://joinup.ec.europa.eu/collection/eupl/matrix-eupl-compatible-open-source-licences

  • rename license to license-header in ci
  • add license-dependencies in ci

Plugin for checking in ci: https://crates.io/crates/cargo-deny
